About the NYS Council on Graduate Medical Education
The New York State Council on Graduate Medical Education is a 30-member advisory body which provides advice to the Governor and Commissioner of Health on the formulation and implementation of State policies relating to graduate medical education and training. The work of the Council and its four subcommittees focus on: primary care training and practice; consortia development; minority participation in graduate medical education (GME); and health care reform/managed care. The membership is broadly representative of health professional, hospital and public interests. Members are appointed by the Governor, upon recommendation of the Commissioner of Health, for terms of three to four years. The Council and each of the four subcommittees meet quarterly in New York City. The Council was created by Executive Order in 1987 and has been recognized in statute in the New York Prospective Hospital Reimbursement Methodology (NYPHRM) and in the Health Care Reform Act of 1996 (HCRA).
Similar to prior NYPHRM iterations, HCRA provides expanded responsibilities for the Council. Over the past year, the Council has been instrumental in providing policy recommendations to the Department of Health, specifically in relation to the GME Reform Incentive Pool, the GME Consortia Registry, the Minority Participation in Medical Education Request-for-Proposals (RFP), the NYS Designated Priority Program (formerly known as the upweighted program) and the use of residents in the Medicaid Managed Care Program.
