September 10, 2008 1:30 p.m. - 4 p.m. State Emergency Medical Advisory Committee Meeting The State Emergency Medical Advisory Committee develops and recommends to the State Emergency Medical Services Council statewide minimum standards for medical control; treatment, transportation and triage protocols, including protocols for invasive procedures and infection control; and the use of regulated medical devices and drugs by emergency medical services personnel. The Committee also reviews protocols developed by regional emergency medical advisory committees for consistency with statewide standards. None

September 11, 2008 9 a.m. - 12 p.m. State Emergency Medical Services Council Meeting The State Emergency Medical Services Council has the power, subject to approval by the Commissioner, to enact, amend, and repeal rules and regulations establishing minimum standards for ambulance services, ambulance service certification, advanced life support first response services, the provision of prehospital emergency medical care, public education, the development of a statewide emergency medical services system, the provision of ambulance services outside the primary territory specified in the ambulance services' certificate, and the training, examination, and certification of certified first responders, emergency medical technicians, and advanced emergency medical technicians. September 11, 2008 10:30 a.m. - 1 p.m. New York State AIDS Advisory Council Meeting The New York State AIDS Advisory Council is responsible for advising the Commissioner of Health and making recommendations about issues related to HIV and AIDS. None

September 12, 2008 10:00 p.m. - 1 p.m. Public Heath Council Meeting The Public Health Council (the Council) is statutorily authorized to consider any matter relating to the preservation and improvement of public health. The Council is responsible for reviewing and approving proposed health care facilities. The Council, in partnership with the State Hospital Review and Planning Council and the Department of Health, oversees the Certificate of Need process. The Department conducts the initial review of all Certificate of Need applications and provides its analyses to the Councils, which are responsible for recommending whether the application should be approved. The Council is also responsible for the promulgation of regulations under the NYS Sanitary Code. These regulations encompass communicable diseases, drinking water supplies, qualifications of health personnel, maternal and child health, food service establishments, environmental diseases, AIDS, etc. None

September 12, 2008 12:30 p.m. - 4 p.m. Public Heath Council Ad Hoc Committee The Public Health Council Ad Hoc Committee to Support the Prevention Agenda toward the Healthiest State has been established to support the implementation of the Prevention Agenda. It will consider progress toward Prevention Agenda goals and identify strategies that can be implemented at state and local levels to support this initiative. None

September 16, 2008 1:30 p.m. - 4 p.m. State Trauma Advisory Committee Meeting The State Trauma Advisory Committee provides advice to the Commissioner and Department on trauma-related issues. The Committee is comprised of trauma professionals that meet quarterly to discuss, problem-solve and research current issues in the trauma system. None

September 17, 2008 10:15 a.m. - 3 p.m. Early Intervention Coordinating Council Meeting The Early Intervention Coordinating Council was established to advise and assist the Department in the administration of the Early Intervention Program and to improve the appropriateness and quality of early intervention services being delivered to children and families, assure accountability and cost-management of the service delivery system, and increase the efficiency of local and state administration. September 18, 2008 8:30 a.m. - 4 p.m. Pharmacy and Therapeutics Committee Meeting The Pharmacy and Therapeutics Committee consists of experienced physicians, nurse practitioners, pharmacists and consumer representatives appointed by the Commissioner. The Committee reviews specific clinical issues regarding Medicaid pharmacy policy. After hearing public comments and reviewing information provided by interested parties, the Committee makes recommendations to the Commissioner on proposed changes. None

September 18, 2008 10 a.m. - 3 p.m. State Hospital Review and Planning Council Meeting The State Hospital Review and Planning Council is responsible for reviewing and making recommendations on Certificate of Need (CON) applications for the establishment, construction, additions, renovations of new (current) medical facilities and residential health care facilities in addition to, Article 36 certified home health care agencies and Article 40 hospice establishment and construction applications. The Council also has the authority to adopt and amend rules and regulations relating to medical facility operational and structural standards and rates of reimbursement. None

September 19, 2008 10 a.m. - 2 p.m. Minority Health Council Meeting The Minority Health Council is charged by law with advising the Commissioner on matters relating to the preservation and improvement of minority health. The Council members are appointed by the governor with the advice and consent of the Senate. None

September 19, 2008 10 a.m. - 3 p.m. Maternal and Child Health Block Grant Advisory Council Meeting The Maternal and Child Health Block Grant Advisory Council advises the Department regarding the administration of funds received under Title V of the Social Security Act. The Council also assists the Department in determining priorities for the program and in soliciting public input for the preparation of annual applications. None

October 21, 2008 10 a.m. - 3:30 p.m. NYS Advisory Council on Lead Poisoning Prevention Meeting The New York State Council on Lead Poisoning Prevention is charged with developing a statewide plan to prevent lead poisoning and to minimize the risk of human exposure to lead; recommending policies on detection and elimination of lead hazards in the environment, identification and management of children with elevated lead levels, and education and outreach strategies; commenting on Department regulations; making recommendations to ensure the qualifications of persons performing inspection and abatement of lead; and recommending strategies for funding the lead poisoning prevention program. October 27, 2008 10 a.m. - 11:30 a.m. Elderly Pharmaceutical Insurance Coverage Panel The Elderly Pharmaceutical Insurance Coverage (EPIC) Panel has oversight responsibility for the EPIC Program, and meets quarterly to review the fiscal agent contract and program activities. October 28, 2008 10 a.m. - 1 p.m. Public Health Council Establishment Committee The Establishment Committee of the Public Health Council reviews and provides recommendations on Certificate of Need applications for the establishment or establishment and construction of new health care facilities, Certificates and Amendments to Certificates of Incorporation, and Applications for Licensed Home Health Agencies. The Committee also deliberates on issues related to the delivery of care in health facilities and reviews position papers governing the need for, and extent of services, provided. None
